Committee Meeting Minutes:

The meeting was brought to order by outgoing chairman John E. Wesler, who read a statement emphasizing TRB's commitment to reducing bias in TRB activities and assignments. John then turned the meeting over to the incoming chairman (L. Cohn), who presided over the remainder of the meeting. Informal presentations were made by 3 Committee members and 2 incoming members. The presentations were:

Following these presentations and a short break, the Committee turned to plans for the coming year. First, it was decided to divide the membership into 3 subcommittees representing the modes of transportation noise generators. The subcommittees are:


It became the responsibility of these chairman to recommend new members to the Committee Chairman, who then submitted an update roster to the TRB staff. At this point it should be emphasized that TRB requires a one-third turnover in membership at the end of each 3 year term. It is customary that the least active members are not reappointed.

The next item considered was the formulation and distribution of the quarterly newsletter. The purpose of the newsletter is threefold. First, it will serve as a mechanism to keep the Committee and its activities continuously in the minds of the members. Second, because the information in the newsletter will come predominately from the members, it will afford each of us the opportunity to contribute to Committee work on a regular basis. Third, and most importantly, it will provide a medium for informational exchange among those interested in transportation noise.

Following this discussion, it was decided that the Committee should seek to hold a workshop on highway noise abatement, provided a sponsor could be found. Our only previous workshop was held in September , 1975, and concerned highway noise prediction. This workshop was deemed very successful by the participants, and resulted in the publication of Transportation Research Circular 175, Highway Traffic Noise Prediction Methods.

The final substantive item discussed at the meeting was the number and types of sessions to be sponsored at the 1979 Annual Meeting. The consensus was that we should have 3 sessions:


This is much more ambitious than we have been in the past. In order for us to be successful, we must have a significant increase in the number of quality papers submitted for presentation. I hope that each of you will give consideration to your possible participation in one of the sessions.
